日前，國務院印發(fā)《關于加強數字政府建設的指導意見》（以下簡稱《指導意見》），就主動順應經濟社會數字化轉型趨勢作出部署。《指導意見》提出，到2025年，與政府治理能力現(xiàn)代化相適應的數字政府頂層設計更加完善，政府決策科學化、社會治理精準化、公共服務高效化取得重要進展。到2035年，整體協(xié)同、敏捷高效、智能精準、開放透明、公平普惠的數字政府基本建成。

China has detailed measures to enhance the building of a digital government in tandem with the country's efforts to promote digital transformation. By 2025, the country will strive to improve the top-level design and coordination mechanism of a digital government that matches the modernization of the national governance system, according to a guideline released by the State Council, China's cabinet. The guideline said key advancements would emerge in making scientific government policies, carrying out targeted measures in social governance, and providing efficient public services. By 2035, China will seek to establish a digital government that is coordinated, efficient, intelligent, open, transparent, and inclusive.

《關于加強數字政府建設的指導意見》明確了數字政府建設的七方面重點任務。在構建協(xié)同高效的政府數字化履職能力體系方面，通過全面推進政府履職和政務運行數字化轉型，全面提升政府履職效能。在構建數字政府全方位安全保障體系方面，筑牢數字政府建設安全防線。在構建科學規(guī)范的數字政府建設制度規(guī)則體系方面，保障數字政府建設和運行整體協(xié)同、智能高效、平穩(wěn)有序。在構建開放共享的數據資源體系方面，創(chuàng)新數據管理機制，深化數據高效共享。在構建智能集約的平臺支撐體系方面，全面夯實數字政府建設根基。在以數字政府建設全面引領驅動數字化發(fā)展方面，營造良好數字生態(tài)。在加強黨對數字政府建設工作的領導方面，加強黨中央對數字政府建設工作的集中統(tǒng)一領導，確保數字政府建設重大決策部署貫徹落實。
